Corporate Biological Safety Officer
 
General Summary
This position is responsible for ensuring biological safety programs that result in a safe and healthy work environment for all employees; ensuring institutional compliance with all Federal biosafety regulations and audits.  This position will oversee a comprehensive biological safety program that meets all federal, state and local environmental, health, and safety rules and regulations along with compliance requirements for NIH OBA, CDC/APHIS, OSHA and other agency requirements.  Will provide guidance in all matters considered to be of a biosafety nature, including interpretation of rules and regulations; biological-associated shipping and receiving requirements; biocontainment, biosafety and biosecurity practices; engineered containment design review; risk assessment; safety-associated equipment selection, use and maintenance; decontamination practices; disinfectant review for efficacy; and medical surveillance/occupational health considerations. Will recommend and implement measures to reduce or eliminate laboratory accidents and health hazards in compliance with all applicable regulations.
 
Key Responsibilities
  • Plan, implement and manage the Biological safety program for the organization
  • Assist in the establishment and maintenance of the Incident Response plans
  • Assist in administering  the Tier 1 BSAT Personnel Suitability Program (BPSP). Develop and implement institute-wide biological safety programs
  • Develop and implement policies and processes that govern health, safety, and security issues for the biosafety program
  • Serve on a variety of internal committees that guide general safety and biological safety practices
  • Guide management on use of contemporary safety practices
  • Serve as Biological Safety Officer for the Institutional Biosafety Committee
  • Serve as a member of the Institutional Animal Care and Use Committee
  • Ensure the facility is in compliance with all Federal and State EH&S regulatory requirements
  • Based in Birmingham but also includes serving as BSO to support the safety office in Frederick, MD.
Position Specific
  • Implement/maintain EHS policies/procedures in conjunction with Corporate EHS requirements
  • Monitor, investigate and provide timely reports regarding institutional compliance to the Director of EHS and the IBC
  • Assist in the review of research protocols involving the use of biological/biological-associated agents, infectious agents, toxins and recombinant/synthetic nucleic acid molecules
  • Administer the Institute’s BBP Exposure Control Plan; administer the Sharps Program for minimizing potential exposure and reporting the program’s status and maintaining obligations to outside regulatory agencies (OSHA)
  • Assist in administering the A/BSL 2 Medical Surveillance Programs
  • Serve as an emergency response team member in the Institute’s Crisis Team
  • Consults with all departments on design and use of equipment, shops, fire prevention and safety program
  • Plan, manage, and conduct required biological-associated safety training of employees (including satellite offices); maintain training records
  • Write and maintain written safety plans and SOPs (including satellite offices)
  • Inspect or tour facilities to detect existing or potential accident and health hazards, and recommend corrective or preventive measures where indicated (including satellite offices)
  • Responsible for initial accident/incident reports, investigations, reports, and corrective actions
  • Stay abreast of changes, internal and external, which affect the operation of biological-associated areas; propose changes in practices and procedures in order to deliver the highest quality service
  • Responsible for the quality of services performed in the group, for controlling the efforts and expenditures on the services in this group and proper budget utilization
  • Serve as primary contact for all biosafety-associated regulatory inspections
  • Perform hazardous waste management duties
  • Perform other responsibilities as assigned by supervisor
  • Submit local, state, and federal applications, permits, and approvals associated with the biological  agent regulations
  • •Follows appropriate safety and study requirements by developing (when necessary), reading, understanding, and complying with Standard Operating Procedures (SOPs), Good Laboratory Practice (GLP) requirements, and study protocols
Requirements/Minimum Qualifications
  • This position requires the ability to meet all entry requirements, including medical and vaccination requirements, for work in an ABSL-2 environment.
  • BS in Microbiology, Molecular Biology, Genetics, Virology or life-science-based discipline
  • Minimum of five years’ experience managing or involved in oversight of a biosafety/biosecurity program
  • Excellent interpersonal and verbal/written communication skills
  • Knowledge of use of protective equipment and safety protocols associated with the  handling of hazardous materials
  • Willing and able to be on call 24x7 and able to work on weekends and/or holidays if necessary to respond to emergency situations
  • Demonstrated ability to utilize a variety of computer programs including Microsoft Office Suite and/or other database tools
Preferred Qualifications
  • MS in Microbiology, Molecular Biology, Genetics, Virology or life-science-based discipline preferred
  • Experience with select agent work and/or BSL-3 work
  • Knowledge of ergonomics
  • Knowledge of industrial hygiene programs
  • Knowledge of air monitoring techniques, ventilation techniques
  • Knowledge of hazardous waste material management
  • Knowledge of the use of PPE and safety protocols closely associated with the potential for exposure to dust, radiation, chemicals, fumes, vapors or mists that could affect the worker and/or environment
  • Knowledge of Code of Federal Regulations (OSHA, EPA, etc.) to ensure facility compliance with all federal and state agencies
  • Trained or accepting of being trained in HAZWOPER, First Aid/CPR, Bloodborne Pathogen, and Hazard Communication Standards
