Manager, Safety, Health And Environment - Part Time Job Description

The incumbent is responsible for ensuring safety, health and environmental (SH&E) policies, procedures and practices are developed, implemented and enforced through line management to ensure regulatory compliance and protection of employees and the environment.  The Manager, Safety, Health and Environment requires application of professional knowledge, skills and abilities to continuously improve safety, health and environmental processes across the QPS organization.

Manager, Safety, Health And Environment - Part Time Job Requirements

Essential Functions

  • Sets direction for SH&E across all areas of the business, ensuring programs address applicable regulatory requirements and align with the QPS Business and SH&E Policies
  • Serves as SH&E regulatory advisor to QPS management and  key contact for OSHA, EPA, DNREC and other SH&E agencies including escort  during  facility SH&E inspections and audits
  • Ensures  applicable SH&E licenses, certificates and/or  reports are completed, kept current and/or submitted as required by applicable regulations (e.g. annual Tier II and Infectious Waste Reports)
  • Works with laboratory management, client companies and the QPS Chemical Hygiene Specialist to oversees/lead the risk assessment process when new hazards are introduced to QPS  
  • Works with departments in developing, implementing, and overseeing appropriate SH&E programs (e.g. biosafety, chemical hygiene, waste management, radiation safety and general lab  safety programs)
  • Reviews existing SH&E policies and procedures and creates, modifies, and improves  as required by regulations and/or changes within QPS
  • Prepares reports and other documentation that are utilized to support the QPS SH&E Program (e.g. Monthly Management SH&E Report)
  • Maintains all SH&E related files in the QPS intranet (e.g. QPS SH&E manual, safety committee correspondence and the matrix of SH&E related training requirements)
  • Coordinates new employee and annual SH&E training as required by applicable regulations
  • Organizes and chairs the Monthly SH&E Committee meeting
  • Oversees SH&E Inspection Programs, including  monthly laboratory inspections, quarterly office safety inspections, weekly hazardous waste inspections and the required inspection and maintenance of safety equipment.
  • Works with Manager, Facilities and waste disposal vendor to assure compliance with Resource Conservation and Recovery Act (RCRA) regulations
  • Oversees the Industrial Hygiene Program by assessing for potential employee exposures and conducting or arranging for monitoring as necessary
  • Oversees the management of safety data sheet and departmental chemical inventories
  • Oversees the thorough investigation and follow up of accidents, exposures and near miss incidents  to prevent reoccurrence
  • Oversees compliance with OSHA recordkeeping requirements
  • Assists in the development of annual safety competencies for each lab group
  • Responds to safety and facility related concerns and emergencies
  • Coordinates annual fire drills and annual fire department visits to the sites
  • Oversees SH&E risks to the business and brings SH&E related concerns and improvement plans  to the management team
  • Looks for ways to improve SH&E processes and eliminate waste of resources
  • Supports line management in the enforcement  of SH&E policies, procedures and practices in the laboratories and offices

Education / Experience (minimum degree level and/or minimum number of years experience – including field of study and/or experience)

  • SLS(ASCP) certification preferred (specialist in laboratory safety)
  • M.S. in SIH or other chemistry, biology, biochem related science with 4+ years laboratory safety experience
  • B.S. in SIH or other chemistry, biology, biochem related science with 6+ years laboratory safety experience
  • A.S. or H.S. in SIH or other chemistry, biology, biochem related science with 10+ years laboratory safety experience
